    Initialize Folder
0.   When you initialize a folder, you are really creating the templates that are associated with that folder. You, typically, also are creating a web page that will go inside the folder as a default or example page so links can point to as well. This is so you don't have a menu item linking to pages that don't exist.

So, when you initialize a folder, you are creating a template.

And when you create a template, it will typically be a nested template.

Accordingly, when you create a nested template, you need some parent template to work with. If you arrived to this web page via some pop up message, it means you really don't have a parent template to work with. This, in other words, means that the parent folder also needs to be initialized so that it to can have an associated template.

Another way of looking at this is that a person cannot have a grand child without first having their own child. This is so that his or her child can have their child.
